Penobscot Bay Media’s software team is driven by innovation, creativity of design and engineering, the solving of significant technical challenges, and the blending of different disciplines.We are looking for people that are positive, innovative, creative, enjoy solving tough problems and working on multi-disciplinary teams.

Currently we have an opening for a Program Manager to support the Air Education and Training (AETC) Command Technical Training Management System (TTMS) used by over 5,000 faculty and administrative staff.The system supports approximately 1,800 courses and manages over 30,000 new students each year.The system manages an additional 75,000 students taking advanced skill training.Overall, the training of more than 125,000 students at 6 formal training bases and over 80 detachments and operating locations are managed annually by TTMS.This position is based at Lackland AFB in San Antonio, Texas.

Our Program Managers manage assigned personnel and equipment/facilities resources, performance timelines and deliverables schedules, serve as mentors to other assigned management staff, and provide "best practice" development guidance to all direct reports. PM duties can also include:

•Developing and implementing policies and procedures that are responsive to the needs of the assigned program while being compliant with company policies and operating guidelines
•Monitoring project progress, deliverable development and project staff to ensure project deliverables are properly and consistently generated, maintained and archived in accordance with approved policies and procedures covering formal project schedules, project materials standards and/or required development tools, drawings, procedures, user manuals and other training materials, maintenance agreements, and deliverable documentation including a physical example of the software product (when warranted and/or feasible)
•Defining and enforcing the standard procedures for the generation of system requirements’ analysis for various software/applications as needed for the translation of client system requirements into detailed functional specifications and system designs
•Reviewing and approving all cost proposals within the assigned program and within the approval levels established by company policy
•Providing leadership for the program team towards the attainment of high quality systems, adequate personnel resource allocations and meeting contract goals and profitability for the company
•Performing other duties as assigned by senior management.
This Program Manager opening oversees four major areas and sub-areas (sustainment, integration, data management services, and configuration management).

We are seeking qualified individuals with 7-9 years’ experience and education in:

•IT maintenance of training software and customer support
•Managing all aspects of software and hardware integration and sustainment, implementation and operations
•Project planning, status reporting, and priority management
•Resource management experience with a diverse labor pool at multiple locations
•Management of military training programs including course development, delivery, student management, and reporting
•Knowledge of AETC training management operations
•Dell PowerEdge Series Servers with Intel Xeon processors that run Windows operating systems
•Commercial off-the-shelf software (COTS)/Government off-the-shelf (GOTS) software packages:
oPlateau Learning Management System: for student management
oICIS Courseware Development System: for Courseware Development (this is custom Java non-COTS)
oQuestionMark: used for course evaluation
oCOGNOS:used Query either Online Analytical Processing (OLAP) or Report Publication
oCOTS software packages, site licenses, and maintenance agreements
•Networking: the system interfaces with the military network (MILNET) and the defense data network (DDN) to provide communications between the Air Force and other agencies/organizations
•Interfacing:the TTMS interfaces with several programs within AETC, Air Force Personnel Center, and the Air Force Occupational Measurement Squadron
•Managing and directing the activities of sustainment and integration across a team (planning, management, status reporting)
•Publishing Monthly Status Reports to provide a description of planned accomplishments, issues/challenges, efforts, progress, and planned activities
•Creating and maintaining a project plan and schedule
•Providing technical expertise to the TTMS IPT on the sustainment and integration work program
•Ensuring that all material (software, documentation, design, concepts) produced/delivered shall be licensed to the USAF use in perpetuity
•Supporting software such as the operating system (Microsoft), database software (Oracle), and the online analytical/reporting software (COGNOS).This will consist of designing/building/testing/deploying/integrating changes to the support software such as COGNOS
•Developing a Software Sustainment Plan to describe all deliveries planned (Analysis, Design & Building, Testing, Deploying, IPT Support, and General Software Engineering support)
•System administration to support the operational and development communities:
oSystem and data backup (daily)
oRecovery of a system and data items as required
oMonitoring system performance
oPublication of software release schedules and contents, scheduled hardware maintenance that affects systems availability, and hardware installations
oManagement of TTMS user accounts and passwords
•Facilitating repair of hardware and software products with vendors
•Managing spares and parts required to facilitate timely repairs and operation of the TTMS infrastructure and equipment

Air Force experience is strongly preferred and Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification or advanced degree preferred.Organizational, communication and interpersonal skills as well as ability to communicate and work closely with the client, application designers and developers, other project managers, and company Principals and senior management are critical.
