JOB SUMMARY
Assure fleet maintenance quality assurance and control: works with QA Dept Head to develop and manage new bus project procurements, conducts in-plant inspections, monitors quality of vehicle maintenance work, audits vehicle conditions for owned and contracted fleet equipment.Includes warranty issues, fleet defects, retrofits, parts and supplies. Works with QA Dept. Head to assign and monitor QA Inspector tasks for projects.

PRIMARY RESPONSIBILITIES
•Performs Project Management duties under the direction of the Dept. Manager for major bus procurements, special tools and equipment: develops specs, prepares draft modifications, conduct site visits to manufacturers, works with Contracts and Procurement, and completes FTA reports after bus delivery. Drafts and maintains Capital Project Labor and Activity Reports file.
•Works with bus manufacturers, component suppliers and Capital Metro’s Maintenance and Operation staff, Contracts and Procurement staff, Risk Management staff, Training staff.
•Trains and monitors inspectors during new bus production line assembly at remote locations.
•Develops inspection guidelines and report to maintain project continuity.
•Develops and coordinates the Capital Metro Maintenance Plan: Coordinates and/or performs technical studies and tests relative to corrective maintenance, bus inspection, preventive maintenance, repair, and safety problems; assists staff in the development of improved maintenance procedures, equipment modification, and special projects.
•Supervises employees: hire, develops, counsels, evaluates, disciplines, and terminates.
•Maintains a safe working environment.
•Works directly with vendors to correct fleet defects and warranty issues for bus equipment maintenance.
•Develops and coordinates the QA Department Budget.
•Provides direction and support for QA Inspectors under the direction of the Department Manager, Director of Maintenance and/or Superintendents of Maintenance.
•Coordinates and tracks bus inspection for in-plant assembly, delivery, in-processing and release for vendor payment. Prepares the necessary documents for each phase.
•Coordinates and tracks special tools and major spare components delivered, in-processed and prepares documents for acceptance.
•Performs as travel coordinator for QA Staff and Other Maintenance Staff as required.
•Inspects bus equipment, and monitor processes and work performed for compliance with federal regulations, contract specifications, and maintenance standards.
•Works with bus manufacturers, component suppliers and Capital Metro’s Maintenance andOperation staff, Contracts and Procurement staff, Risk Management staff, Training staff.
•Inspect and test repairs performed and parts received, give feedback, develop quality assurance and control guidelines and standards in cooperation with participating employees.
•Maintain a file system to monitor status and track improvement of overall fleet maintenance.
•Provide assistance and support to supervisors, mechanics, service island employees, parts room, warranty staff etc. to troubleshoot, diagnosis, analyze, overhaul, repair, service and maintain equipment with a focus to prevent and solve problems
•Test drives equipment.
•Performs other duties as required.

MINIMUM QUALIFICATIONS
Education and Experience
•High school diploma or GED.Coursework in heavy-duty vehicle maintenance theory and repair including body, frame and chassis, axles, steering, brakes, electrical, engines, transmissions, air systems, or other pertinent course work.
•Five (5) years experience in bus or heavy vehicle maintenance repair
•Two (2) years at Capital Metro or another transit or fleet operation.
•Three (3) years experience as a QA Inspector / Technical Support Specialist
•Experience in bus or heavy vehicle inspection preferred.
•Experience in operating various types of transit buses, performing visual and measured inspections on transit buses.
•Experience in written correspondence and communication with bus manufacturers.
•Familiarity with written technical specifications for transit buses.
•Experience in performing project managerial and administrative duties for bus procurements.
•Exemplary safety record.

Knowledge, Skills and Abilities
•Ability to maintain B/CDL license and to operate transit buses in a safe and efficient manner
•Ability to develop written technical specifications and drafts for bus procurements and or equipment purchases
•Ability to learn “Buy America” documentation and Audit processes
•Ability to play a lead role to manage bus project RFP’s
•Ability to read and interpret technical information related to bus operations and maintenance, to troubleshoot and solve mechanical, electrical, pneumatic and hydraulic systems, to write objective reports based on observations and inspections
•Knowledge of transit bus technical systems and of transit and manufacturing safety rules
•Must have demonstrable experience and computer skills including MS word processing, MS Excel for spreadsheet development, and Microsoft project scheduler to line out projects, write inspection reports, develop and use spread sheets to track projects, use electronic mail to communicate, and organizer to maintain calendar appointment
•Strong interpersonal and verbal and written communications skills and ability to give construction feedback to mechanics, service and cleaning employees and to maintain relations with vendors
